In the center however, is an oasis filled with plenty of natural resources and the largest Dust deposit in the world. - Instead of fighting to survive like the other kingdoms, Vacuo grew complacent in its tropical paradise, leaving its armed forces ill equipped and ill trained to defend against invaders. - After years of war, unrestricted mining (by what appears to be the SDC based upon the corporate logo), and ecological destruction, the once fertile oasis became just as barren as the desert. As a result, much of Vacuo consists of nomadic tribes building temporary shanty towns, moving whenever resources dried up or they were attacked by Grimm. - After the Great War, a formal government was created in an actual city, but it lacks any real power and authority, and most of its laws go unenforced. The only real source of order and security is Shade Academy. - While Vacuo may not be as "prim and proper" as the other kingdoms, it still functions based upon one unspoken golden rule that fosters mutual respect: if you're capable of surviving here, you're welcomed here. In a final closing thought, Qrow commented on how Ozpin believed the 4 kingdoms were a great representation of what can be accomplished by people from different walks of life that work together.
